Torrevieja is not just any mid-sized town. It is one of the Costa Blanca locations most heavily shaped by residential tourism and holiday housing: entire districts such as La Siesta, Los Balcones, El Chaparral, La Torreta, Aguas Nuevas and San Luis combine permanent residents with thousands of second homes that stay shut up for much of the year. That mix creates needs an inland town of the same size simply does not have: residents' associations wanting to keep watch over a building with half its flats empty from October to May, owners living outside Spain who need to manage access and cameras remotely, and shops whose trade multiplies in high season and cannot afford a network or card-terminal outage in August.
